Following a tip from [1] (the user there suspects their laptop is erroneously entering tablet mode) I blacklisted the kernel module intel_vbtn and it seems to do the trick, my laptop keyboard works again on kernel 5.4.0-48.
I found a few other bug reports which may be related or duplicates. One ([2]) suggests some kernel parameters as a partial fix, the others ([3], [4], [5]) have no solution
