I am seeing a similar reproduction, but earlier at the FDE passphrase screen. My system apparently (at least under liveusb) reports /sys/class/dmi/id/chassis_type==31

Seems related, but i've posted a new bug due to the chassis type being "correct" (?) https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1909056
