First update:

Kernel 4.16.18. Second monitor works perfectly.

Kernel 4.17.0. Second monitor starts again with the problem.

Whatever it is, this happened between 4.16.xx and 4.17.x.

Now I'll do the steps you mentioned. I'll be back.
