I started to have same problem when upgraded today to Ubuntu 20.04 LTS on my docking station with VGA port.
HP EliteBook 930p laptop
Samsung SyncMaster 2043"
Port: VGA

It worked on 18.04.1

Occasionaly I managed to get it work with "xrandr" setting mode to 1680x1050.
