wireless is hard blocked after suspend, hardware switch has no effect

Bug Description

When my laptop suspends automatically or through closing the lid, upon resuming, the wireless (wifi + bluetooth) device is reported as hard blocked. My laptops hardware switch has no effect on the reported status. the hardware is an 'Intel Wireless-AC 9560' module. The network-manager GUI options also have no effect.

How do i attach the bug info after reproducing this error? The lack of internet connection after reproducing this bug makes it difficult. Is there a way to collect bug info then save it locally so i can upload after a reboot?

I did a fresh install of ubuntu LTS 18.04 due to other issues. I am still encountering this exact bug though. I will send logs.
