mouse lagggggssss. almost unusable

- kernel 5.4.0-050400rc6-generic
- medium load network traffic (20MB/s) and accompaning disk traffic
- swap available
- xserver-xorg-video-intel installed

again, disabling swap solved the problem.

this sucks because I hoped with the release of an official ubuntu 5.4 kernel the problem might disappear.
