I have the same configuration (dell xps13 7390 and ubuntu 19.10) and I installed the kernel from drm-tip current and the issue seems to be resolved. The screen glitches don't appear anymore.
```
uname -r
5.5.0-994-generic
```

then click on these links to download and install the debian packages in this order:
* linux-header-...-amd64.deb
* linux-modules...-generic-....-amd64.deb
* linux-image-...-generic-...-amd64.deb

@Jamie to install it you can go to https:/ /kernel. ubuntu. com/~kernel- ppa/mainline/ drm-tip/ current/
then click on these links to download and install the debian packages in this order: ...-amd64. deb ..-generic- ....-amd64. deb ...-generic- ...-amd64. deb
* linux-header-
* linux-modules.
* linux-image-
Then reboot so that this new kernel is loaded.
