FYI: While apport-collect was running, my screens went blank briefly and then when they came back my monitor configuration was wrong: the ultra-wide monitor was at a lower resolution than it's supposed to be and the two monitors' relative positions were not configured correctly. Unplugging the ultra-wide and plugging it back in fixed this situation. This is similar to the behavior I see which prompted me to file this bug in the first place. It would seem that something that apport-collect did triggers the issue or a similar one.

So does launching the TeamViewer client, by the way.
