I've been experiencing this issue the last couple of days on Ubuntu 20.04 Focal Fossa too. Issuing

$ sudo update-initramfs -u

does nothing for me.
Adding COMPRESS=gzip to /etc/initramfs-tools/initramfs.conf didn't work either.
