The "[drm:amdgpu_init [amdgpu]] *ERROR* VGACON disables amdgpu kernel modesetting." was also reported in bug 1837945 where kernel / boot parameter "amdgpu.dc=0" worked around an otherwise boot to black screen. There, however, Linux versions 5.1 and 5.2 would also not work with this parameter set.
