On my XPS 9370 the problem was only reproductible on 1 type of wireless access point and only when the network SSID was set to use both the 2.4Ghz and 5Ghz bands.

Configuring the access point to have different SSID for the 2.4Ghz and 5Ghz WIFI bands solved the issue.
