Upgraded to 4.15.0-42 kernel from proposed. And this issue is still exist. And the default value is 12, but the max is 255.

$ cat /sys/class/backlight/amdgpu_bl0/brightness
12
$ cat /sys/class/backlight/amdgpu_bl0/max_brightness
255
