On DELL 7060 MicroFormFactor (MFF) machines with Intel network cards, installing any kernels above, but not including 4.15.0-20, break the network connectivity of the machine.

Latest kernel where network card works:
linux-image-4.15.0-20-generic 4.15.0-20.21~16.04.1 amd64 Signed kernel image generic

Tested kernels where network card breaks:
4.15.0-22
4.15.0-33
4.15.0-36

To reproduce the issue:

1. Install any kernel starting on 4.15.0-22 or above
2. Boot the machine with the new kernel
3. ping the gateway (pings are in the sub 1ms range)
4. Attempt to do things that use the network, i.e. apt update or scp, etc. It may take a minute or so before things get hung, i.e. you will see apt update progress stop and the transfer rate drop down to just a few kb/s or simply say stalled.
4. Now ping the gateway again and you will see 1-5s pings, dropped packets
5. At this point network is no longer usable
