The rescheduling interrupts information was added into the kernel in the main kernel in July 2007 ( http://lkml.org/lkml/2007/7/30/437 ) and I believe it was not in the Gutsy kernel tree - so this activity was not visible in user space and hence PowerTop would not be able to report it in Gutsy.
Also, even if the software components are the same, the software has changed due to upgrades (e.g. some software may now have more/less threads running), so like for like comparison is difficult.
