I had a quick look for 'wireless' bugs that are open but only found this one that looked vaguely similar to what you described: https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1774102

This is my first bug report so I'm still finding my way around, but I think it works something like this:

- If you are experiencing any issues with your distribution, it's helpful to check on the forums (or something similar to AskUbuntu) to see if anyone else is experiencing the same issue. This helps rule out the possibility that it's just something specific to your machine.

- You can open a bug report stating the issue (e.g 'BIOS settings for Wireless and Bluetooth are ignored in kernels 4.15 and above')

- In this case, because it's Linux Mint you'd be best to get in touch with their developers. If the issue affects something used by other projects (e.g the kernel) then I think they will be in the best position to check the details and offer suggestions first and then pass on the information to the relevant project.

This bug specifically is just about suspend not working on 18.04. It's only affecting a small number of machines but it's been great to see that it's being looked into. One of the Ubuntu developers passed along the information to a kernel.org developer, but only after getting more information and narrowing down the cause of the issue.

I think this is the normal procedure for bugs of this kind. Start with the Linux Mint forums and then open a bug report if you can't find a fix for it and then it should get looked into.
