[Dell Inspiron 7577] System took a very long time to shutdown with nouveau driver

Bug Description

CID: 201706-25581 Dell Inspiron 7577

Steps:
  1. Install Bionic + update with LiveUSB
  2. Boot to the desktop
  3. Poweroff / restart the system from the menu in the upper right corner

Result:
  It will take about 5 minutes for this system to poweroff. It will hang for about 3 minutes right after you click on the power off button. The ctrl + alt + prtscr + b magic key combination is still alive. This is the last thing that could be seen from syslog:

After that, you will see console output and nouveau is complaining about fail-to-idle.

If you have the nvidia-390 driver installed, this issue will gone.

Tested with 4.17rc7, issue still exist.

But the situation is a bit different, the system was hanging there for more than 30 minutes, and the magic key is not working.
