I have the same problem as Steve Dodd, MV and David McWilliams, it worked fine until 4.15.0-24-generic #26-Ubuntu, now my network will not resume after suspend.

modprobe -r r8169
modprobe -i r8169

does not help.

I am now back to running kernel:

Linux erikkallen-linux 4.15.0-23-generic #25-Ubuntu SMP Wed May 23 18:02:16 UTC 2018 x86_64 x86_64 x86_64 GNU/Linux

which for me does not seem to have the issue
