Please try kernel at [1] without 'nvme_core.default_ps_max_latency_us=' parameter, it includes '[PATCH v3 0/2] nvme APST quirk updates, take two'.

It does two things:
1. Enable APST to ps3 on Dell XPS/Precision with Samsung NVMe,
2. Disable APST on Toshiba NVMe.
