The upstream author sent a patch set [1] according to this bug report (thanks guys!). Looks like 4.11 will disable APST and make it opt-in, and 4.12 will introduce a new quirk to avoid deepest power state.

I'll backport the patch set once it lands at linux-nvme tree.
