I believe this issue has been fixed in newer kernel.

I have a TP-LINK TL-WDN4800 (168c:0030)，the download speed of it looks normal, but the upload speed has never been higher than 30Mbps on my ArchLinux with linux kernel 4.14 LTS. Then I switched to kernel 4.17, and iperf3 shows a 124 Mbits/sec upload bitrate.
