Yes, that last command makes the icon appear, writing "100%", and with the charging symbol! Shouldn't the icon-policy be set to present by default (I guess this would solve the issue)?
However, that strange thing about the battery being at 98% (or even 95% sometimes) and recognising it as full, continues to happen. I have to explore more to see whether it is a problem with the battery or with ubuntu.
