Upgraded the kernel through the standard channels:
$ uname -a
Linux talas 4.8.0-34-generic #36-Ubuntu SMP Wed Dec 21 17:24:18 UTC 2016 x86_64 x86_64 x86_64 GNU/Linux
The original problem seems fixed, it exhibits practically the same behaviour as with 4.9.
Docking lights up the monitors, I still have to 'killall unity-settings-daemon' to load the configured monitor settings (order and rotation).
I also had X crash to login on two occasions when suspend->dock->resume, but this is not reliably reproducible (works most of the time, will report when it happens again) and never when docking while awake.
If this is considered as fix released, I shall file a bug with unity-settings-daemon about the config reload.
