We've been carrying a revert (Revert "powerpc: Simplify module TOC handling") since 4.6 because of FTBS. It is a possible candidate for this symbol resolution issue. Please try a test kernel from http://people.canonical.com/~rtg/powerpc-lp1628968/ which has dropped this revert.
