Have had the new BIOS running for a week and have seen the issue recur several times.
Current workaround is to boot up, and then open [ System Properties --> Mouse and Touchpad ] mouse properties, where i will only see General (and not Touchpad). I then close the lid and walk away for several minutes. It seems that lately this works after 1-5 tries, but I suspect its really luck of the draw. In every case, after one suspend or laptop-lid-close, the Touchpad category will show up, but will not necessarily mean that the touchpad works.
