Computer does not power off

Bug Description

I have an Acer Aspire laptop, I have just installed Ubuntu 15.04 and removed Windows 10. The problem I have is that after I select shutdown the computer goes through the shutdown procedure and screen goes blank with only the Small Ubuntu icon showing. This is as far as it goes. The computer is still switched on.
I have tried both shutdown and the re-start options but with no success. I re-installed Ubuntu 15.04 using the option to save my files but this made no difference and again failed to power off machine
I then tried a full re-install of Ubuntu but the problem persists. I have tried to use the terminal window using the command "shutdown -h now" again computer shut down but did not power off the computer. I have also tried "shutdown -r now" and "shutdown -P now" all with no success. I would be obliged for any advice or solutions

I have attempted to run the command "apport-collect 1499373" as requested but the command does not run. when I press enter to run the command I receive following message: "You need to run 'sodo apt-get install python-apport' for apport-collect to work."
I have done this and then get the result:

I have tried to run the updates but no joy . After running the command for updates I receive the following result:

John Bain, alternative releases as available at http://releases.ubuntu.com/ . There is no need to mark this Confirmed, because without the apport-collect, there is little anyone can do at this point.

John Bain, as per http://us.acer.com/ac/en/US/content/drivers an update to your computer's buggy and outdated BIOS is available (1.15). If you update to this following https://help.ubuntu.com/community/BIOSUpdate does it change anything?

If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Please note your current BIOS is already in the Bug Description, so posting this on the old BIOS would not be helpful. As well, you don't have to create a new bug report.

I have tried to update the Bios but have been unsuccessful. I have contacted Acer support for help but they answered my email stating they do not recommend I update and would give me no information as to how I can update. I have downloaded the files from their site but am unable to open them. I am afraid I do not have sufficient knowledge to proceed with this. If anyone can advise me I would be obliged.
