I'm having the same issues albeit with a slightly different model HP Spectre x360 (13-4003dx).
Strangely enough, "/dev/mem: Operation not permitted" is the response I get even as root, (on the Ubuntu 15.04 livecd) using either of those commands. Simply using 'dmidecode' on its own gives me the following output:

# dmidecode 2.12
# SMBIOS entry point at 0xa9eeb010
/dev/mem: Operation not permitted
----
I'm attaching the output of lshw in the hopes that it will be useful. I'm also willing to try other suggestions that may help.
