Ran into this bug too on 3.13.0-48. My workaround is to run QEMU on top of KVM (instead of kvm on top of KVM)

devstack local.conf:
[[post-config|$NOVA_CONF]]
[libvirt]
virt_type = qemu

nova.conf
[libvirt]
virt_type = qemu
