Ive been getting this quite a lot lately. I tend to get it when my connection is just at the interval between 3 and 4 bars, making me feel that its connection based. I can even use it to 'see' people through walls because if I'm pointing at them the frame rate drops. When its doing it though, the game is pretty much unplayable.
I guess its not necessarily the same cause though.
