With no other major CPU usage, but CPU 0 pegged, "perf top" shows this as the top usage:

50.02% [kernel] [k] tasklet_action
23.48% [kernel] [k] __do_softirq
 5.66% [kernel] [k] __raise_softirq_irqoff
