AFAIK, what is needed is to answer question in comment 26 by @penalvch, which was:

According to http://kernel.ubuntu.com/~kernel-ppa/mainline/ latest mainline (stable) kernel is 4.6.4.

I believe that this is the mainline kernel, so I think the conditions are satisfied to add tag "kernel-bug-exists-upstream".
