I'm affected too. This is my "dmesg" log:

"sudo rfkill unblock bluetooth" did nothing for me. I also reinstalled "gnome-bluetooth" and nothing happened.

Bug is still marked as "Incomplete" but no more info is requested and still remains "Unassigned".

I own a Targus USB dongle and I found this bug marked as "Expired":

I marked it as a Duplicate of this current bug (not branded).

As you can see in the other bug comments, bluetooth worked in previous kernel versions (3.9.0-030900rc3-generic). Something went wrong with ubuntu 13.11.
