Looks like it happens because DT_SONAME isn't correct.

Ubuntu:

$ objdump -p /usr/lib/libcpupower.so.4.13.0-32 | grep SONAME
  SONAME libcpupower.so.4.13.0-32

Debian:

$ objdump -p /usr/lib/libcpupower.so.0.0.1 | grep SONAME
  SONAME libcpupower.so.1
