This is a serious problem. I just installed 8.04 on an ASUS M3A78-EMH HDMI with three WR Raptor SATA drives.

/dev/sda:
 Timing cached reads: 2054 MB in 2.00 seconds = 1026.74 MB/sec
 Timing buffered disk reads: 68 MB in 3.09 seconds = 22.03 MB/sec

I'm getting better performance out of 7200 rpm drives on a machine with 7.10 on it.

None of the above suggestions improve performance any. I should be seeing over 3 times the throughput.

Is anyone looking into this problem?
