I think the process of updating kernels is working fairly well, at least as it relates to this particular situation. I think that any possible improvements lie in the pre-release development and testing of kernels, with the key being your phrase "The regression went into the almost very latest kernel before the release" - I am wondering how it "went into" the kernel and was not noticed during QA and testing, before the images were made etc. I'll follow that up with the kernel team.
