This seems to be caused by the "bcmwl" Broadcom driver for the bcm4313.
I can confirm this symptom as well - all other network connected devices grind to a halt with this driver - i.e. Streaming media on xbox360 is unusable - I put my laptop to sleep and BAM - all devices are good again... wake the laptop up, let it connect and instantly everything starts buffering and stuttering.
It doesn't happen with the brcmsmac driver, however I have other issues with that drive such as resume from suspend and Wifi signal strength.
