Ralink Wireless/BT combo device does not work

Bug Description

Installed 12.04.2 on the HP Pavilion dm1.

lspci shows the ralink wireless/bluetooth device:
02:00.0 Network controller: Ralink corp. Device 3290
02:00.1 Bluetooth: Ralink corp. Device 3298

and rfkill shows that both devices are on and unblocked:

but there is no option for bluetooth settings or adding devices (just a status showing that BT is on). For wireless, nm-applet doesn't even show a wifi device at all.

According to realtek, the bluetooth device 1814:3298 needs a proprietary driver to work, due to something about their PCI-E design, they will not upstream it.

For the wifi, it can made to work with firmware in https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1049466/comments/8.

  Hi, I have the same problem with Precise. I read on an other launchpad topic about wifi device ralink 3290, the problem was sold. On my laptop Compaq CQ 58, it works only with raring (but I can' t stop the wifi with the F12 touch as usual) . With precise I tryed, but the device is not recognized :

Hi,
With precise, wifi / bluetooth can be cut now with F12 touch (perhaps with changing the keyboard layouts). Wifi works, but sometimes be cut. The signal is very poor, even my internet box is near. Bluetooth don' t work.
  With raring, same problem with wifi : it works, but sometimes it disconnects, sometimes poor signal. Bluetooth don' t work, and I have not the symbol of it (I had the symbol with precise even it don' t work)
  Something about my computer :

Trusty is tested and the device could not work normally.
Wifi works but not stable.
BT is not enabled.
