Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v3.8 kernel[0] (Not a kernel in the daily directory) and install both the linux-image and linux-image-extra .deb packages.

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

If you are unable to test the mainline kernel, for example it will not boot, please add the tag: 'kernel-unable-to-test-upstream'.
Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

I will have to try 3.8-rc1 after I figure out what happen to compiz as it killed unity. I did try 3.7-RC2 and it did not seem to fix it but that was at the same time compiz decided to die.

Jason, could you please confirm this issue exists with the latest development release of Ubuntu? ISO images are available from http://cdimage.ubuntu.com/daily-live/current/ . If the issue remains, could you please run the following command in the development release from a Terminal (Applications->Accessories->Terminal), as it will automatically gather and attach updated debug information to this report:

apport-collect -p linux <replace-with-bug-number>

Also, could you please test the latest upstream kernel available following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue. Please do not test the daily folder, but the one all the way at the bottom. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream
kernel-fixed-upstream-VERSION-NUMBER

where VERSION-NUMBER is the version number of the kernel you tested. For example:
kernel-fixed-upstream-v3.11-rc4

This can be done by clicking on the yellow circle with a black pencil icon next to the word Tags located at the bottom of the bug description. As well, please remove the tag:

I cant remember if i owned the laptop before 12.10 was released or not. If so i started with 12.04 on this laptop and it has never worked under ubuntu. It does work under windows so i know the touchpad is not broken.

Niether 10.04(amd64) nor 11.04(i386/amd64) would load on this laptop but I did try 11.10 amd64 and it has the same problem.

Jason, as advised in https://wiki.ubuntu.com/Bugs/Upstream/kernel#KernelTeam.2BAC8-KernelTeamBugPolicies.Overview_on_Reporting_Bugs_Upstream , upstream maintainers prefer you not to raise a bug report on kernel.org but start with the mailing list, as many of the maintainers don't even look at kernel.org bugzilla. Did you already e-mail the appropriate one?

I did not go the email route as I did not know that they do not use the bug tracker. I guess whats the point of it if they don't check it. Where I work, we make use of our bug tracker as its intended. They should also remove that option from that previous link you posted if its not used. At the rate this is going, it probably would have been easier to just taken the time to fix the bug and submit a patch to fix it.

I guess at this point, would you still like an email sent to the list? I assume L: <email address hidden> and that list is rediculously long to have to search through just to submit a bug.

Jason, well I did some digging and finally found the posting URL http://www.spinics.net/lists/linux-input/msg27046.html . Unfortunately, you didn't follow the kernel.org format noted in https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1093237/comments/51 . This would be why both your mailinglist e-mail was seemingly ignored (you didn't give them the information necessary to solve the problem, as well as it's not in the kernel.org format). As well, it would be best not to force people to dumpster dive downstream reports by suggesting them to look there, especially when all the information is not there to begin with. :(

Jason, as per http://www.dell.com/support/drivers/us/en/19/Product/inspiron-17r-se-7720 an update is available for your BIOS (A16). If you update to this following https://help.ubuntu.com/community/BiosUpdate , does it change anything? If it doesn't, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Awhile back I decided I would just look into fixing this myself but only got as far as finding out that the code would not match my device at all. The testing was getting beyond the point of a solution. It seems like there was hope that it would magically be fixed.. I provided the information that showed the code would not match the device.. "alps: Unknown ALPS touchpad: E7=73 03 50, EC=73 02 02".. There was no way the code would match that ec sequence. This was the point where I left it as I got busy doing other things and did not have the time or desire to fix this anymore.

I have found since then that this was resolved in the commit 2013-12-26 Input: ALPS - add support for "Dolphin" devices

I am not sure if the device is really considered a "Dolphin" device however I don't really care because the touchpad seems to work and has no issues that I know of or have experienced. The following snippet shows the change to now match the existing ec sequence by correctly matching the second byte.
