Signed Kernel should depend on grub-efi-amd64-signed

The signed kernel doesn't serve much purpose without a signed grub bootloader, currently the user will need to install both by hand.

I disagree; it needs a signed boot loader; whether it's grub or not is a different matter.

The regular kernel package depends upon a bootloader in the archive and
this one should at least recommends one too. If there are other signed
bootloader in the archive there is no reason that they can't fullfill it
too. Right now it's just the signed grub though.
