I repeat. This is a 12.10 and 13.04 problem.

64-bit 1204 3.5.0-26-generic #42~precise1-Ubuntu SMP Mon Mar 11 22:17:58 UTC 2013 and prior 12.04
64-bit versions work just fine!

A fix for this problem of failing to shutdown properly would be much appreciated.
