OK, finally got around to testing this.
I tested both the kernel that ships with Raring daily images and a mainline kernel, these are the versions:
Linux kernel x86 boot executable bzImage, version 3.8.0-2-generic (buildd@komainu) #6-Ubuntu SMP Fri Jan 25 22:03, RO-rootFS, swap_dev 0x5, Normal VGA
Linux kernel x86 boot executable bzImage, version 3.8.0-030800rc5-generic (root@gomeisa) #201301251535 SMP Fri Ja, RO-rootFS, swap_dev 0x5, Normal VGA
With both, I installed nvidia-current, suspended, then resumed the system.
Unlike the original report, both kernels with nvidia-current are able to restore the backlight and resume without issues.
