Bug Description

After install kubuntu 12.10 i havent second thread on CPU. On 12.04 work good. CPU: AMD C-50, laptop: Acer Aspire One 722. The following did not help:
+ BIOS upgrade.
+ Kernel parameter:
noapic acpi=off

WORKAROUND: Use both kernel parameters:
pci=nomsi
pnpbios=off

After turn off and turn on computer i have 2 threads and all work good, but after reboot i havent second thread :(

As well, could you please test the latest upstream kernel available following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue. Please do not test the kernel in the daily folder, but the one all the way at the bottom. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested and remove the tag:
needs-upstream-testing

This can be done by clicking on the yellow pencil icon next to the tag located at the bottom of the bug description and deleting the text:
needs-upstream-testing

If this bug is fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream

Don't worry about this for mainline testing as we are only concerned with if both your threads are recognized.

It looks like the IPI to wakeup the CPU at boot is not getting through. Just to sanity check things, can you also test with just the kernel parameter: "noapic" and see what happens. The output from /proc/interrupts on the working 3.6 and not working 3.5 kernel would be useful too.

So, the next step is to perform a reverse mainline kernel bisect from 3.5.5 to v3.6.2-quantal, in order to identify the last bad upstream kernel version, followed consecutively by the first good one. As per http://kernel.ubuntu.com/~kernel-ppa/mainline/ we have:

v3.5.6-quantal-ok/

So, i teting this in this way: install new kernel on 3.5.0-17-generic, shutdown -h now, boot on new kernel without WORKAROUND, reboot, boot on new kernel without WORKAROUND.
