Hi Mike. I have been checking this bug these days too.
To have it reproduced, each time I install ubuntu 12.04 on a PHYSICAL machine. Then, run the devstack script.
When I tried cinder snapshot-delete <snapshot_id>,
the status of this snapshot is stuck to "deleting".
Each time I run cinder snapshot-list, it takes a VERY long time to respond. And the status of the snapshot is always "deleting". And at the same time the machine will get a sort of "freezed", since It becomes rather slow when I do any other thing, even move the cursor or click on a folder.

I feel weird to have this issue.
