I am facing the same issue in stable/essex.
Snapshot is stuck at "deleting" status . When i run "nova volume-snapshot-delete <snapshot_id>", It gives me the following error msg
"ERROR: Invalid volume: Volume Snapshot status must be available or error (HTTP 400) (Request-ID: req-6619b4c0-a9c3-46bf-8404-fb959400911b)"
