I have a similar problem, except unplugging and pluggin the mouse back in doesn't work. I observed this problem in Edgy and in Fesity with a single difference. In Edgy I was able to run the following script to restore mouse functionality:

#!/bin/bash
rmmod ohci_hcd
modprobe ohci_hcd

In Feisty running this leaves the mouse frozen and additionally freezes the keyboard.
