I have this problem too with a built-in wireless card. I'm not using network-manager. My laptop is a Dell 6400 with an Intel wireless card:

Often the wireless network doesn't come back up when waking from suspend to RAM. This usually fixes the problem: $ /etc/init.d/networking restart
