Me too, twice. I've now seen this problem on two upgrades from Gutsy to Hardy.

In both cases the Gutsy machines were updated to the latest kernel (2.3.22-15).

Following the general advice to kill the locale generating processes (several times) to reach the end of the upgrade process, accepting the error messages and shutting down after the final message about the update aborting left me with machines that did boot ok and just required me to run sudo dpkg --configure -a to sucessfully generate the missing locales and ubuntu-minimal(?). The resulting installations now appear to be fine, but getting there was more stressful than it should have been...
