I tried very hard to reproduce this. I did test gutsy->hardy upgrades with the following five methods:

 * gutsy chroot, partial upgrade to hardy's locales, libc6, and belocs-locales-bin
 * gutsy installation, partial upgrade
 * gutsy installation, full apt-get dist-upgrade
 * gutsy installation, full update-manager dist-upgrade, with 1 GB RAM and 256 MB RAM

None of those reproduced the bug. So I'm afraid this is a race condition, or dependent on some other factors than configured locales, RAM size, etc.
