NVM my last problem. After the Reboot everything is fine.

I had to re-install belocs-locales-bin using synaptic since the command localedef said it wasn't installed, and apt-get install belocs-locales-bin said I already had the last version (they contradicted each other).

Re-installing is not possible in -15 kernel due to the hang, but in -14 the locale generation went smoothly.
