Well, i came from Bug #202959 to this one since it's the upgrade problem and not a memory problem.
I did terminate the stalled processes multiple times from other shells, reconfigured and rebooted.
I might add, that the localedef works again after the reboot and new run's of apt-get update and upgrade..
I see my system is more unstable than before the upgrade from gutsy, but i can at least work with the current 2.6.24-19 kernel. :)
