This patch should solve the problem ... it's an opposite approach ... it just enables the receiver at the end of the rtl_shutdown function, therefore it doesn't matter what the previous state is ... you could call ifdown and whatever .... simply without tuning the initscripts.
I tested all possible scenarios and it seems to work without problems.
